I believe. however. speaking seriously. that the Senate of the United States will discover in the future. if this bill is passed in the shape it is now. that it has made a mistake. That. of course. is only my opinion. I do not want to place the Bureau of Immigration under a mere Department of Labor. any more than I would want to place the Department of Labor under the management of these who control the strong industries of this country. I would prefer to have a bill such as we had before the Senate a few days ago and to have these regulations which are of such great importance interpreted and the law interpreted by disinterested people. You can not by mere legislation trade wealth for labor.
