In the report submitted last. o tle 23d of January. in the definition of aliens. it says: That the word "alien " wherever used in this act shall Include any person not a nativeborn or naturalized citizen of the United States. or who has not declared his intention of becoming a citizen of the United States in accordance with law. That last clause has been stricken out by the conferees mid has been inserted on page 2. exempting from the paymnt of head tax those who have filed their declaration of intention. The only other change is at the bottom of page 2 of this report. where the law excluded those who have committed crimies. We strike that out and insert the old law. which is: Persons who have been convicted of or admit having committed a felony or other crime or misdemeanor involving nioral turpitude.
