S. 3175. and that you will deal specifically with the subject of the restriction by means of the illiteracy test. In order that you may also know the latest action of the American Federation of Labor on the subject of immigration. I hand you hirewith copy of the proceedings of the thirtyfirst annual convention. leld at Atlanta. Ga.. last November (1911). on page 06 of which you will find a statement by President Gompers on the subject of Immigration. showing the Immigration Commission to have completely indorsed the attitude of the American Federation of Labor upon the general subject matter of immigration. particularly that of the requirement of an educational test. On page 287 of the same report you will find the report of the committee on presidents report. reaffirming former actions of the conventions of the American Federation of Labor. and Instructing the lekislative committee to continue their efforts to secure the passage of either the Gardner or the Burnett bill. or. for that matter. any other suitable measure providing for the educational test. This report was unanimously adopted by the convention.
