There was no such skilled labor ils this country as was roquired to oper.tle that machiliery. Under the present law all they could do was to go and make a contract to bring ihei over. whiih -would be in violation of tie law unless it was afterwards ratitied by tlhe Anerican aulthorities. They had to iring them to Ellis Island. and then when oljection was made to their conming iti as contract laborers under tile lasw they tnade their appeal to the Secretary of Coinuerce amd Ihlbor. and then he had to hear the question of whether skilled labor was nevessary under the existing law aid whether for that reason they ought to ibe adiit ted. it put these pteople to the oxpense. .tild to 1lie risk as well. of bringiug them over. with a possibility that they might be rejected if the decision was adverse.
