I suggest that that provision mlight be retaied not as a mandatory provision. but allowing such certificates to be considered as priima facie evidence of the crinilnality and the nionadmissibility of the alien. The great difliculty. Mr. President. in administering the provision of our laws against the admission of criminal aliens is in ascertaining the facts bearing upon the record of the immigrant. If we can secure some otlicial evidence under the laws of the country frot which lie proposes to emigrate showing that he is or is not entilled to admission. I think it would be a nmtter of wise )recautni ) to tlake "advantage of that law. I d. thinlk. however. that the provision in the conferenice report is entirely too drastic.
