I did not read the termis of the conference report until the report was printed ill Saturdays lECORD. I am. however. somewllat familiar with the history of the long struggle of the United States Lo establish and maintain the Americam doctrine of expatriation. and I feel deeply interested in having iothing embodied in out legislation which may tend to strike down that doctrine or which may tend to put it in the power of any other country to limit the operation of the doctrine that every man in this world is entitled to change the country of his residence. I think. upon reading this clause. that it probably would open the door to make it possible that the right of immigration from foreign countries to the United States might be lililted or prevented by the action or refusal to act of the country from which time immigrant seeks to comae. For that reason I hope that tile Senators it charge of the bill will ask to have it sent bathk to conference. in order that the following words ntly be stricken out: Citizens or subjects of any country that issues penal certificates or certificates of character wlho do not prodtce to tIle immigration oficila!s such a certificate.
