Mr. President. I do not mean to speak discourteously of the conferees. but think of the proposition of turning over to :nother country the determination of what class of immigrants shall be received in the United States! If they be not diseased. we may receive the weaklings of a foreign country. But the sturdy. virile type which makes up the German Army and the French Army and the armies of the other countries of Europe that require military service would be denied admission here because. unless the country wants to part with them and gives them certificates. they can not be admitted.
