This clause in the bill under consideration would not exclude anybody who failed to have a passport as required by those Russian provisions or failed to have evidence of military service. No one would be excluded on that ground under this clause. It relates to a particular kind of a certificate. affecting solely the question of whether the immigrant has been convicted of crime. and those certificates are not issued by the Russian Government at all. All the clauses that have been read in that paper relate to the getting of passports. A man does not have to have a passport to conic into this country and there is nothing in this clause which makes it a positive requisite.
