Mr. Henderson. and Mr. CANNNand he makes the lifth. holding that where the entire subject is before the conference it is open to the conferees to substitute. if they so desire. an entirely new bill. This conference comumittee. I desire to say. hais been extremely careful. After full consideratioi it came to the conclusion that this particular clause relating to the subject of immigration. and especially to the exclusion of criminals. was distinctly in order under the rulings of the Speakes to whom I have referred.
