Before concluding permit me again to counsel you not to be carried away by prejudice. This legislation means a great deal to thousands upon thousands of honest. industrious. freedom and liberty seeking people. now persecuted and oppressed by tyrannical governments. for this bill will not keep out educated disturbers and anarchists. but it will exclude honest. thrifty. hardworking people. who have. on account of conditions over which they exercise no control. been deprived of an opportunity to secure an education. :1688 Mr. Speaker. as :a member of the Immigration Committee. as a member of this conference. and upon the floor of this House. I have done everything within my power to secure certain changes and modifications in this bill. In a few cases I have succeeded. in the majority I have failed. but I am confident that you will agree with mc that my failure has not been due to indifference on my part.
