The language will be found beginning with the fourth line on the third page of the printed conference report. and Is as follows: Citizens and subjects of any country that issues penal certificates or certificates of character who do not produce to the immigration officials such a certificate. That language. Mr. Speaker. is absolutely new. inserted by the conferees i violation of the rules of the House.
