Speaker. as I was about to say. my information is that the change in regard to seamen consists in permitting thenm to prove their three years residence in a different way from that which is now required. The naturalization law passed in 1906 requires everyone to show by two witnesses evidence of their residence for the period of three years. This bill provides that the fact that seamen have served on a ship of the United Statesthat is. a merchant ship of the United Statesand have been honorably discharged. shalP in itself be taken as evidence of residence. inasmuch as it is inpossible for a seaman to acquire a continuous residence ashore owing to the fact that he is in and out of port all the time.
