May I ask my colleague from Massachusetts . if the situation that he assumes is less reasonable than the situation that is likely to come as the result of the probable passage of the literacy test at Detroit. where every day. as I understand it. hundreds of men come across the river to go to their daily employment amid occupation in the city of Detroit. but where. in the future. under the provisions of the literacy test. if it becomes a law. as it is likely to do. they will daily have to be stopped while they read for the inspectors 30 or 40 words in the language they are supposed to speak?
