The question raised by the gentleman from Illinois a moment ago involved that propositionthat we should inspect the emigrants on the other side of the water and not wait until they get over here and inspect them and take the chance of losing some of them. Shall we put the burden on the steamship company of examining the emigrants before they enter the vessel or put the Government of the United States to the expense of apprehending them after they get here?
