Grosvenor. was not germane. But time Chairman ruled that it was germane. and held it in order. and it was adopted. although it was not germane to the particular section. It was germane to this. bill. it being a general immigration bill. and on the strength of that the Chair held. and properly held. that it was a proper amendment. The same kind of amendment would have been in order in Committee of the Whole at this time if it had not been for the gag rule which was passed to prevent anendments except the one that the Committee on Rules favored. But the operation of that rule has ceased. except so far as the previous .question applies.
