Here is the situation: Here is a bill. a Senate bill. to regulate the immigration of aliens and the residence of aliens in the United Statesa general bill. The Committee of the Whole has recommended and the House has agreed to that bill. striking out all of the original bill and inserting other language. I claim that the entire subject is before the House now.
