Speech #620269544

Why the words "or not" on line 2? On line 3 the draftsman speaks of " uniform slips when the whole context shows that the slips are to be different. doubtless what the draftsman meant was slips of uniform size. but he has not said it. Take the phrase " each containing not less than 30 nor more than 40 words in ordinary use printed In plain type in the various languages and dialects of immigrants " . what the draftsman meant evidently was to insert after the word " in." where it occurs the second time. on line 6. the words " sonic one of." but he forgot to do it. On line 7 the word "may"1 is used when "must" is meant. Under the language as it: stands there Is no penalty if the alien neglects to make the choice so politely given him.
