Mr. Chairman. inless this amendment is adopted there will be no authority of law permitting or authorizing immigrant inspectors to go upon vessels for the purpose of the partietlar tests provided for in this act. and the master of any vessel could forbid the test being made. Mr. Chairman. I desire by way of extending my argument to 5end to the Clerks desk and have read in my tline a letter from the Hon. William S. Bennet. formerly a Member of this House and a member of the Committee oi Immigration and Naturalization and also of the Imnigration Commission. that is reported to favor this bill.
