I wish to refer to one feature of this bill. There are exceptions and modifications in it. viz: Aliens who have been lawfully admitted to the United States and who shall go in transit from one part of the United States to another through foreign continguous territoryare not included in this bill. I suppose that would continue to allow the Mexicans to come over and cross every day back into Mexico. I suppose that would cover the case of Canadians who are not naturalized and who desire to go back to Canada and then come again. because they have been lawfully admitted heretofore.
