Mr. Speaker. I favor this bill for the fundamental reason that it is a check on immigration. and while it is fairly subject to criticism. yet none of the critics can point out any other check which is not still more objectionable. Therefore I accept this as the best check which can now be devised. I think the enormous immigration which is inundating us is perilous and must be lessened. I recognize how it has stimulated our growth and been the cause of our greatness. But we all know there is something more vital than size or wealth. The spirit of the people is what determines permanent prosperity. We are a Nation of immigrants. But those who first (stablished our Government a hundred and twenty years lgo had inbred in them from the struggle of a thousand years the selfreliant and selfrestraining spirit essential to successful democracy. They recognized that respect for law is essential to real liberty.
