That is true. and perhaps the statements that I have made in regard to the gentlemans bill would: not have appeared in my speech but for the fact that on the 19th day of this month he asked to extend his remarks- in the RECORD. late in the session. -as everybody knew. when the RECORD. was cumbersome and cumbered. and it was not expected that people would read the RECORD much. and he slipped into the RECORD a speech by tlie unanimousconsent process that he has so much deprecated. in me.
