The bill to make Labor Day a legal national holiday was passed by a Democratic Congress in 1894. The bills granting 15 days and then 30 days leave of absence with pay each.year to the employees of the Government Printing Office were first introduced by Representative Matson. a Democrat of Indiana. A great deal has been said during the present Congress on the subject of immigration. Up until 1864 the immigration to the United States was voluntary. and the oppressed of all nations could find an asylum here. In a letter dated March 30. 1864. addressed to the House Committee on Immigration. Hon. .William H. Seward.
