I have for many years been in favor of restricting immigration. Some years ago. on my motion. an educational test for immigrants coming :into this -country was passed hy the House of Itepresentatives. but defeated in the Senate. This proposition will continue to have my hearty suppaort. I desire to read now from the distinguished chairman of the Rules Committee----
