Mr. Chairman. it occurs to me that while the committee has under consideration matters affecting the Immigration Service. which has to do with our new citizens or our citizenstobe. we might properly pause for a moment and consider the standards and ethics of life. political and otherwise. followed by our present citizens. . I hold in my hand a report of thQ debate which took place in this House on the 15th of March. 1910. A few days lrior to that the Hon. Wade Ellis had resigned as an official in the Department of Justice. A day or two before March" 15. 1910. he had been appointed chairman of the Republican committee in the great State of Ohio. a relation which was characterized in this debate by Mr.
