Now. If this item were for an injury since May. 1908. it would be legally justified. but when these employees. laborers and other persons. engaged their services to the United States prior to May. 1908. they did it with full knowledge that there was no law in this country which would entitle them to any compensation for injuries to themselves or compensation to their dependents if death might come to them. I perceive no right and no duty in the Congress of the United States. in cases where there is no statute providing it. to put alien laborers and alien employees on the same footing with injured or deceased citizens of the United States.
