Mr. President. I present a protest from certain citizens of my State against the immigration bill recently passed. I wish to call attention to one statement: The Dillingiam bill. in addition to a literacy test. provides in section 18 thereof that all immigrants be required to carry with them a certificate of identity. I merely desire to say that that is not the case. No such requirement is made by the proposed law. Section 18 requiies for statistical purposes that certain statements be taken from the immigrant. He is furnished with a duplicate of that in case lie wishes to leave the country and return. There is no requirement of a certificate of identification in it.
