Mr. President. it is not my intention to enter upon any general discussion of the bill. but there have been some statements made in regard to the effect of the elimination of this provision or the reincorporation of it into the bill that seem to ie to demand brief consideration. Most of the discussion has centered about a certain class of immigrants. referring. doubtless. to the Italian race. It has been assumed that the bad element of the Italians are those who can not read and write. An investigation will disclose the fact that the contrary is true. The Italians aire divided into two classes.
