I find also from the report of the commission that about 44 per cent of the immigrants from southeastern Europe are unable to read and write. Now. I would not. if I was drawing a measure. exclude one because he could not read or write our language. of course. but it does seem to me that there should be taken into consideration the necessity of assimilating these people to our life and our mode of living and thought. and that it ought to be required of them that they be capable of reading and writing their own language. They come presumably to take part as citizens. if they come to stay. and they ought. it seems. be prepared for the duties imposed upon them.
