Mr. President. I can not vote for the literacy test in this bill as a passport to this country. Forty or fifty years ago 90 per cent of the immigrants that came to this country came from Ireland and Germany. and scarcely one of them could have stood this test. and yet all those imimigrants. or practically all of them. became industrious citizens. aiassed money. yes. fortunes. through their thrift and amilbition. and their children today are among the best citizens of this country. Education to a man or a woman of evil character and disposition will make hin or her most dangerous. Mr.
