In my speech I delivered in the Senate on this very point I called the attention of the Senate to this point. and I said: The estimates for each year include not only the standard publications to which I have already referred. the CONGRESSIONAL RECOnD. and the Congressional Directory. but also every special publication that Congressordered printed and distributed through the folding rooms. such as "Diseases of the Horse." " Diseases of Cattle." " Hinds Precedents. "Tariff Hearing." " Jeffersons Bible." " Memorial Addresses on Lincoln. Garfield. and McKinley." " Moors Digest of International Law." Charters and Constitutions." and the " Conference of Governors." The amount estimated includes those special publications. It would not include the immigration report nor the Monetary Commission report. but it does include every publication that is made a public document with a njimber and allotted so many to each Senator.
