Three years holds out hope a little nearer and a little brighter. and. coupled with that. the prospect that if a drought strikes him he can leave the land. either to go back to the States and work for money with which to try again the next year or get work in the neighborhood. in the cities or on the railroads or irrigated sections near his entry. I do not see how anyone can excuse himself for not supporting at least these changes. They are not nearly what we need. but they are a start and a considerable step in the right direction. These changes will not enabie us to fully settle up New Mexico as rapidly as the oncoming tide of immigration would settle it up under more favorable conditions. but they will help.
