Yet. Mr. President. in the face of this recommendation of the Immigration commission. made after four years of exhaustive investigation at an expense to the people of a million dollars. and made for the express purpose of determining whether conditions require an illiteracy test. in the face of this overwhelming demand coming from the great economic. industrial. and patriotic forces of the country. with practically no opposition except that prompted by selfishness. the Committee on Immigration have reported to the Senate a bill which confines itself to another codification of our present immigration laws. with the addition of a few amendments to the administrative featnr es of our present utterly inadequate and ineffective immigration laws.
