Certainly no criticism should be heaped upon the gentleman from Pennsylvania because of that fact. The second charge which has been brought by the gentleman from Massachusetts is against the Committee oi Rules. He throws up his hands in horror because the Committee on Rules has not made a report respecting the condition of the immigration office in New York City. yet in the very next breath he acquits the Committee on Rules by himself making the statement that on the last day of the investigation accusers fell over themselves in order to vindicate gentlemen who had been on trial. I submit that there was no occasion for the Committee on Rules to take any action in this matter.
