Nor would they (as unhappily the confederation too clearly demonstrated) necessarily include a power to tax. Each has Its appropriate office and objects. each may exist without necessarily interfering with or annihilating the other. No one will pretend that the power to lay a tax necessarily includes the power to declare war. to pass naturalization and bankrupt laws. to coin money. to establish post offices. or to define piracies and felonies on the high seas. Nor would either of these be deemed necessarily to include the power to tax. It might be convenient. but it would not be absolutely indispensable.
