The Congress of the United States is not justified in slapping the face of Russia. even with the Declaration of Independence. k I am in a)solute and entire sympathy with the ideas and - ideals back of this resolution. but I feel that I should protest k against that part of the discussion which has led people to it suppose that it lies in the province of our official duty to inflict 7- our own ideals. our own morals. our own sense of right and .e wrong on another nation. Such procedure carries with it the y assumption of our right to force another nation into regulating of its internal affairs to our liking. Words carrying such content 1- will come back to curse us whenever we assert our right to h regulate immigration as a matter of internal policy and strictly le our own business. it To take up specific cases. we have already discriminated id against the Japanese and Chinese as immigrants. either by !h treaty or by obtaining. in the ca.se of Japan. action preventing d emigration by the Japanese Government. We know perfectly )f well that if a deluge of Russian orientals were to threaten us :y we should discriminate against those races of the Russiin on people. and should not take it kindly. if Russia should set up the equal privilege of .all her people to invade our country. I DECEMBERi 20. have no doubt we have a similar treaty with England. and yet we on the Pacific coast are about to ask Congress to discriminate against those British subjects who happen to be of the unassimilable Hindu race.
