I believe that action of the Senate committee was wisely taken. Russia is a great power. exercising domain over a vast territory and sovereignty over a great many millions of people. It is not only a great European power. but a great Asiatic power. Russia and Japan are the two dominant foreign powers in Manchuria. and I might well say throughout China. Above .all others we stand for the "open door" in China. and we have an evergrowing commerce in that vast region of the Orient. Moreover. we have a commerce of considerable dimensions in European Russia and with different parts of her Asiatic possessions. We have many people aside from Jews. Catholic priests.- and Protestant ministers. who have large interests within the Russian domain.
