They have been huddled in unsatisfactory quarters at the landing. and. so far as those who are detained for sickness or for other cause are concerned. their accommodations are unfit for humane treatment. Mr. Chairman. we had a house of detention three years ago. when the original bill was passed. along the river front. and the immigrants on disembarking from the vessels were kept directly from the wharf. They were there stood up. gentlemen. like sardines in a box. It should be explained that these quarters were under the control of the railroads and steamship companies interested in bringing immigrants into the United States.
