The American Government must waste no more time 1n. petitions. in protests. or remonstrances. but issue our ultimatum. at once. through the passage of this resolution.. and serve notice on the Russian. Government that at the end of one year the treaty of 1832 will be: abrogated. This action will be indorsed by the American people and will be a complete fulfillment of our platform. pledge adopted at Denver. when we declared: We pledge ourselves to Insist upon the just and lawful: protection of citizens at home and abroad and to use all proper methods to secure for them. whether native born oi naturalized. and without distinction of race or creed. the equal protection of law and the enjoyment of a~l rights and privileges open to them under our treaties .: and If. under existing conditions. the right to travel and sojourn Is denied to American citizens. or recognition. is withheld from American passports on the ground: of race of creed. we favor prompt negotiations with the Govern. ments of such countries to secure the removal of these unjust discrimIattons.
