As Jefferson so. well defined the international policy of the United States when in letters to Jay and Maury he declared: It is an obligation of every Government to yield. protection to its citizens. as the consideration of their obedience. *: * * *. * * * The first foundations. of the social compact would be broken up. were. we definitely to refuse- to its members the protection of their persons. and property while. in. their lawful pursuits. 5 * * * * . The persons and property of our citizens are entitled to the protection of. our- Government. in. all places where- they may lawfully go. The. laws. of this Nation. leave absolutely- no Ialternative in this question . for the Revised Statutes of the United States in sections 1999. 2000. and 2001: declare: Whereas the right of expatriation is a natural and inherent right of all people. indispensable to. the enjoyment of the rights of life. liberty. and the pursutt of happiness. and Whereas- in- the. recognition of this principle this Government has freely received emigrants: from. all nations.. and invested them. with the rights of citizenship.. and Whereas it is. claimed: that such American. citizens. with. their descendants.. are subjects of foreign.
