It occurred to me that there is a question whether these two high contracting parties. the United States and Russia. did not reserve the rights of exclusion by general immigration laws. We certainly have exercised that right in this country. All inhabitants of Russia can not come here freely under the treaty. according to the construction which you place upon it against Russia. for our laws exclude some of them undoubtedly.
