Speaker. I have listened to this debate with profound interest. Certain classes of nativeborn and naturalized citizens of the United States are denied by Russia the right to sojourn and travel within her borders. Does anyone for a moment question the fact that our people would never have entered into this treaty had Russia openly avowed at the time of the making thereof the construction which she now places upon the treaty? Under no circumstances would we today make with Russia. or with any other country. is treaty which avowedly permitted such discriminations as Russia now makes and claims she has the right to make against certain classes of our citizens.
