The reason given by the chairman of the Committee on Appropriations in the Senate was this: Not only was Mr. Pulsifer appointed as indexer. but some gentleman. whose name I do not recall at the moment. was appointed as his assistant. This fund of $6.010 was utilized to a great extent for indexing the reports of the Immigration Commission. the persons doing the work being considered particularly familiar with it and fitted for the performance of that work. It is believed that the gentleman who has been engaged in this work. not only under Mr. Pulsifer but since his death. may prove entirely satisfactory.
