That traffic is an abomination to all decent people. and it has assumed such proportions as to shock the conscience of the whole country. Of course. Congress has no authority to make laws to prosecute crimes that are committed in a single State. but the law which was enacted is designed to destroy the traffic in connection with the subject. of immigration. over which Congress has full control. It is made to prevent the importation of girls and women to be sold to those who are engaged in the unholy business of prostitution. There are a number of other acts of much general importance that I will not take time to enumerate.
