Now. the original appropriation was a general appropriation for the general service and Ineluded all of the objects mentioned here. The total appropriation for the fiscal year might be expended for all of them or for any one of them. The deficiency is in the total appropriation. In appropriating for that deficiency we appropriate in identically the same language in which the original appropriation was made. because we do not go into the question of how much was expended for equipment and how much for regulating immigration. and how much for buildings or anything of that kind.
