It is impossible under this rule for any committee having jurisdiction of any appropriation bill to report a provision which involves a change of law or which is new legislation. The Fiftysecond Congress enacted a law limiting the hours men could be employed on all government work to eight hours. That act was approved August 1. 1892. and it applies not only to contractors. but to subcontractors engaged in any work of the Government in respect to public buildings. About four or five years ago. when we commenced work on the Panama Canal. that law was modified so as to permit the employment of alien labor in the construction of the canal for nine hours each day instead of eight hours.
