Mr. Chairman. I am not aware that there is to be any change in the policy pf the department in that regard. but the gentleman is quite correct in stating that experienced men are required in connection with the Chinese exclusion law if the law is to be enforced. It is not only necessary for the men to be able to distinguish between Chinese. but they must be experienced in detecting the oriental tricks and the ways that they have of getting around the law. because they are very shrewd in these matters. but. as I have stated. I am not aware that there is to be any change in that policy.
