I represent California by the commission of the governor of that State. and a popular convention which was held in San Francisco in November. 1901. called by the supervisors of that city. and participated in by more than 1.000 delegates representing the people of the State. I desire to say very little in regard to the general question of Chinese immigration. * * I shall confine myself to one cardinal point. The question has been asked whether or not under that law (Geary registration act) Chinese immigration has not decreased. as shown by the census. There.is no question but that the last census does show a decrease in the number of Chinese coming to the United States and residing within the United States as comnared with the returns of ten years before. But the deceptiveness of the Chinese and the bunking. as it were. in tiers in small rooms and sleeping by relays. and the manner In which the census enumeration must be conductedby day. and without much opportunity for careful Investigationall these things cast upon our census returns grave doubts. * * *
