The highest duty of a free government is to remain free. and selfpreservation is as much a law for nations as for individuals. In 1854 the English and Irish came to us to the number of 160.253. or more than onethird of our total immigration. In 1882 our Irish and English immigration was 179.413. or nearly onefourth of our total immigration. In 1907 our Irish and English immigration had fallen to 113.567. or less than onetenth of the total. I need not speak of the virtues of the German. English. and Irish citizens. They come from countries where a large majority of the people are capable of selfgovernment.
