The committee were unanimously of the opinion. after a full and careful investigation of this question. that this bill ought to pass. Now. I deplore as much as the gentleman from Illinois can deplore. the growth of business in the federal courts. Probably the gentleman might contribute something toward stopping this growth of business. This Congress could cease passing so many laws for judges to construe. We could let up a little on safety appliances. hours of labor. naturalization. drugs and foods. transportation. "white slavery." bankruptcy. and similar questions. Some of such matters I think might be left out of federal legislation. But.
