There was a fair. square fight on this floor on one question. and that was whether the head tax should be increased. Every immigrant who came into this country at that time paid a head tax of $2. The proposition was to raise it to $5. and we fought it out. disassociated from every other issue. and the House decided by a vote of 04 to 79 not to increase the head tax. Then there was the immigrationcommission feature. section 39 of the bill. As to that. there were complications. It was first brought to the attention of the House by the gentleman from Missouri.
